Hello, please allow me to introduce myself. My name is Cecil Webster, and I am the new Veterans Service Officer (VSO) for Tulare County. I served five years in the U.S. Navy as a Photographer's Mate stationed at NAS Lemoore and on the USS Peleliu in Long Beach.
